Added Phase #7 for MLOps #23

This PR adds

I've tested these steps using a fresh fork of the mlnet-workshop-guide repo and it all looked good to me. Would very much appreciate if someone would like to test it using the mlnet-workshop repo as well :)

I've added releases and tags to the mlnet-workshop-guide repo for each of these phases as well. I would estimate that this section will take about 45 min to 1.5h depending on if we wait for the builds to complete or not along the way (excluding any ppt)
