Free Fly #507

HI all the broblem is:i have the 2.5 rev and the command 

# Free Flight Everywhere for GMs
gameserver.administration.flight.freefly = 3
is not working even if i change the zone maps xmls to fly=true 
you cant fly even as a GM ent suggestions?

On 2.5.0.0 NCSoft removed the system.ovr feature so it wont be recognized 
anymore. And in 2.5.0.3 they even removed the commandline feature for the 
-DEVMODE adds so this wont work anymore too... short verion... theres no 
freefly anymore.
