Publish to PyPi #40

To make it easier for first time users, rather than cloning the whole repository they can now just pip install geo-heatmap.

Also introduces poetry as a useful dependency lmanager, and virtual environment controller, and a rudimentary CI/CD system on Github actions.

Awesome! I don't have much time to look deeper into this right now. I will have more time later this week.

Hey the pull request got closed because I removed some files from the history. Can you rebase on the new fresh history and submit another pull request? Sorry for the inconvenience 😅
