numbering of lists not connected to chapters #7

Display chapter number is on, yet numbering of the lists isn't connected to which chapter it lives in. Expected 1.1, 1.2 for chapter 1 images and 2.1,2.2 for chapter 2 images, etc. Instead there is a lot of repetition of 0.1, 0.2, 0.3...

I guess that the ones with a 0 chapter number are in chapters not published yet. Is this correct? Otherwise I can't reproduce the error.

If the problems really are unpublished chapters, then it should be fixed with 341e018af5667172f39f7e0bc4590d0725ea88d1

It isn't fixed. I finally could reproduce the problem. Drafts sometime do not have slugs. To fix this, use PressBooks\Book::fixSlug
