Only log events that occur in the Registration application and cannot be logged in MAFILDB. After visit is created

Important endpoint metadata

application name: reg
type*
performed action*
visit ID - pass it so that the log is paired with the correct visit
occurred - fill in if a large delay is expected between when the log was actually created and when it was written to the DB

Use /logs endpoint only in the auth part of the app so we don't have to use OIDC service account. Do not log actions that call MAFILDB API - this will be logged directly in the MAFILDB.

Log events like:

operator logged in
visit went from finalization to approval
PDF is being generated
etc.
