Revisit the nuances around parameter estimation for release_time == 1.

Does it make sense to estimate h in the first time step after a liberty_days_min has elapsed but before the first movement?
If so, exclude released tags that were recovered too soon in tag_arrays()
Consider implications for n[] abundance array in the Stan scripts
Does it make sense to remove the released-recovered tag when it was recovered too soon?

Updating following change in notation. I think it would make most sense to subtract recovered tags that were recovered in the released step from the released tags in that step so that they don't propagate on as tagged abundance. This can take place in mmmstan::create_tag_array()
