… rtf file with several fix on the preprocessing

use the new rtf file for combining, which removed some of the dashes in the No. Designation for unknown reason but matched with want can be found in the csv file
fix the error of some of the non English encoding in the name of the file (why those names cannot transcripted into all-English letters such as the SOYUZ spacecraft?)
add more strip to remove unexpected spaces (should have done that earlier)

the dataset's format remain unchanged and the paragraphs are still unchanged --- the renewal dataset only changed the No.Comments which is not used on stats anyway.........
