Immediate reload of MESSAGE property on change #124

Currently the MESSAGE property in the topcat.properties file is only read on  
application reload.
It would be better if this could be loaded either on page load, or every few 
minutes.

I would like to put this into the database along with start and stop timestamps 
for the message and extend the admin interface to write/edit these values
