API method for adding Facility Users needed #63

Currently there is no way to add new users to the FACILITY_USERS table. We need 
to have entries in here in order to be able to create investigators and 
investigations using the IMP program for CLF. Currently we are having to work 
round this by inserting facility users directly into the table using a separate 
process outside of the IMP.
