getICATAPIVersion in Icat4 returns 3.3.4 #67

To reproduce:
1. Deploy and login to an Icat4 service.
2. Execute "service.getICATAPIVersion(sId))"
3. String returned is 3.3.4

Expect 4.0.0 or similar.
