Deployment of ICAT to Microsoft SQLServer fails due to table name RULE #89

Try deploying an ICAT to a Microsoft SQLServer .
1. You get deployment errors due to the use of the word RULE.
2. The ICAT can do simple operations like a login().
3. The test program test.py fails when it attempts to create entries in the 
RULE table.

This will be done in the next release - probably 4.3. As it requires a scheme 
change it will only be done if other schema changes are needed at the same time.
