Is Listen Port 9407 meaning 127.0.0.1:9407? I can't see any info

Dear I fallow Compiling & Installing in windows but do not see any info , can somebody help me?

Sorry, there was a bug that meant that this likely didn't work properly, because OBS would refuse to load the module.
