This removes the cap directive which was really an experiment into adding a quite involved custom translation. However it is not included in the Tailwind API. This makes it inappropriate to be in oceanwind core.
That said, I found the capsize directive pretty useful so will probably use it to test some kind of "middleware" concept #14.
Removing the directive from core saves a good kilobyte of gzipped and nearly three parsed.
