The current equation is $E[\bar{z}(t)] \sim N(\bar{z}(0), \sigma_B^2 t_1)$, and I believe is meant to be $\bar{z}(t) \sim N(\bar{z}(0), \sigma_B^2 t_1)$ (without the expectation operator).
