Add Go Bible Creator support to process the USFM tag \is #164

This tag is not currently processed.

From the USFM reference manual:

    \is#_text...
    · Introduction section heading.
    · The variable # denotes the title level or relative weighting.
    · \is = \is1 ( see Syntax Notes) 

cf.  It's not one listed in the file GBC_2.4_Readme.txt

It's something to remove completely for Go Bible trunk, and eventually to make 
use of for SymScroll.

With the release of GoBibleCreator version 2.4.5 any USFM tag not already 
covered can be specified in the file USFMSettings.txt and will be parsed & 
processed accordingly.

This issue may be closed once the new version has been released.
