feat: expose new `TypedUseQueryOptions`

[lukemorales]

• Introduces some refactors to the codebase by decoupling the types of createMutationKeys and createQueryKeys;
• adds a @deprecated signal to createMutationKeys to indicate that the type inference is broken;
• exposes a new TypedUseQueryOptions type
• Allows bigint as a valid value
