Add CC-BY-SA 4.0 as license for the dataset. #17

Hi,

Thank you for your work on this. You're not the first to point out that there's no license for this data. All previous times, I've mentioned that the unstats.un.org site that also supplies some of the data seemed to only have a simple copyright statement at the bottom of the page. However, now I see they have a proper terms of use, http://data.un.org/Host.aspx?Content=UNdataUse

All data and metadata provided on UNdata’s website are available free of charge and may be copied freely, duplicated and further distributed provided that UNdata is cited as the reference.

Which also sounds like a CC-BY-SA license, doesn't it?

I think it's more like CC-BY, since they only asked for citation.
