Added Antarctica UN regional code #28

Thanks for your PR! 010 is the M49 code, rather than the UN regional code. You can see the regional code in that link is blank for Antarctica. I'll close this PR.

I definitely don't prefer that.. Have to write more code. Why write more code for no reason?

@guylepage3 I'm unsure what you mean. The only thing I can say is that the M49 code is different from the region code used in these data sets https://unstats.un.org/unsd/methodology/m49/overview/

Compare, for example, Anguilla: Regional code: 019, M49 code: 660.
