To do: create site navigation

Notes:

High Priority
This navigation is critical for the site and will connect pages across the site.
This needs to be in an early sprint so that users can navigate the website once the website is live.

branch: create-navigation Navigation comes built-in using this bootstrap template. I have updated the title of the navigation to be specific to this project. I also commented out the 'Other Pages' of the navigation links.
