Create a file storage #605

Visible to collegists, managed by the student council. We will use this for photos and videos of our programs, and for the committee reports. Also the secretariat might want to use these for books, etc. that should be accessible for collegists only.

We need a simple file system here: an option to upload, list, and download (compressed) files or directories. Preview is not needed. The directory structure is advanced, for now, working only with files is ok. Yes, we could use existing solutions (and we are), but we have a lot of free storage here.
