Finalize Mr/Miss Eötvös voting #616

What do we need for this exactly?

Nice way: a field for admins to set the end date. Ugly way: set the date through env var.

After the end date, the submit button should not be enabled and the server should not save changes. I think it's still good to see the results until the announcement of the results.
