[X] Adapt lum README.md links
[X] Create lum_libs repo + crate

[ ] Create lum_service repo + crate
[ ] Create lum_core repo + crate
[ ] Update lum to use dependencies from crates.io and get rid of internal code

I decided to split the project into multiple repos, managed under one GitHub organization. This makes CI/CD more flexible. I couldn't come up with a good solution for a monolithic repo using workspaces, while also allow individual releases of the libraries to crates.io.

Status will be updated in the ticket's description.
