Bump tensorflow from 1.14 to 2.3.1 #103

Like the dependencies bot already said, if possible please update the tensorflow version.

My pip(20.0.2) does not know tensorflow 1.14 anymore.[Ubuntu 20.04 LTS] tensorflow pipversion

Okay, I figured out that the problem is Python3.8 See this issue tldr:

Python 3.8 requirements:
