Create LTI Navigation Buttons for LMS #131

Test Steps:

Make or navigate to a book page
Add ?lti_nav to the end of the url
You should see a new Study Plan Button
Each button, when clicked, should log 'previous', 'next', or 'study plan' in the console (respectively)
When you resize the screen to less than 620px wide, the previous/next buttons should collapse into arrows
Real functionality is not yet complete
