add next/prev page navigation on edit page

This allows book editors to move through the books much easier

Test Plan:

Make sure the "Candela Utility" plugin is enabled
On the edit page for a page there should be a section called "Edit Navigation Links".
Those links should correctly go to the next/prev edit pages
