Brightness slide bar can be accessed when changing GUI scales with the video settings

Version MC: 1.12.2 Forge: 14.23.2.2611 HCDarkness: 2.0

TipTheScales is the mod that is causing that. You may want to let them know about this issue. Until then, I don't see a significant difference when you change the brightness slider anyways...
