Spectre Illuminator melts entire Snow Blocks

Issue: Using a spectre illuminator in a chunk with snow will melt both thin snow layers (expected) and full snow blocks (unexpected). The snow blocks will drop 4 snow balls, as if they were mined normally. No other light sources seem to do this.

Steps to Reproduce:

1. Either place or find naturally generated snow blocks.
2. Place a Spectre illuminator in the chunk with the snow blocks.
3. The snow blocks will melt, dropping 4 snow balls each.

The effect is permanent. Removing the illuminator doesn't revert the chunk's temperature, as you can see by forcing it to rain.
