Peace Candle is Doing Nothing. #455

I've been trying to use the peace candle, it has no effect, and all the vanilla and non-vanilla mobs still spawn in the area it should be covering.

I can only reproduce this with Sponge installed on the server. It is completely ineffective if Sponge is installed, but works without issue otherwise. Haven't been able to track down what sponge setting is causing it yet.
