No spirit spawn boost adding the mod later #461

I added random things 1.12.2 4.2.7.3 to my FTB Revelation pack after I already killed the ender dragon. The extra spawn chance for spirits is not applied. I tried setting it to 1 in the configs and after restarting, they still will only spawn following the default percentage.
