Add new Item: Redstone Remote Still to 1.12.2

1. This Item can make cube has no limited red stone signal just likes lever,
2. player can click button in "use" GUI to able or disable red stone signal
3. the other usages are same as original red stone remote.
4. I added a lever to it's texture in order to tell player it's function.
5. Player can use one lever and one redstone remote to craft it.
6. I forgot it's recipe in #473...

Besides, I

• fixed build.gradle to let this project can be built in my PC
• changed a code-commenting in MetricStringDistance.java to avoid encoding error
• added translations of this item
