Save glossary in the database #42

Right now, the glossary is just saved in a file and replaced with each release. I'd like it to become part of the database schema, meaning it's created as pending, then reviewed and saved into the CR table along with the rules.

Sure thing! This should hopefully be fairly simple, but don't hesitate to reach out if you run into any issues. Worth mentioning, the README is currently a little incomplete / out of date, but I hope you'll be able to manage.
