Add forced matches into preview UI #18

Right now, if I want to adjust the CR diff preview by manually setting some rules to match against each other, I have to run the differ locally and then upload the results directly to the database.

It would be nice to have a UI built into the site that lets me specify these matches and then re-runs the differ automatically.

This becomes exceptionally useful given that we've just started tracking rules moves.
