Add "blur/distort" image area selected with rectangle #102

P0 = As a user I have a screen shot that I want to blur a rectangular selection of the image so that I can mask any sensitive information before I publish/release the image.

P2 -= As a user I have a screen shot that I want to blur a circular selection of the image so that I can mask any sensitive information before I publish/release the image.

For now you can draw a solid rectangle over the area, blur would be a good feature to add though 👍
