chore(ci) switch to Github Actions #181

they go hand in hand, but it's a moving target as the scm rockspec hasn't been uploade to LuaRocks. Probably better to stick to the released version here.

There's problems with the tests, some color output and 5.3+ versions. But the CI seems ok, so I'll go ahead and merge once complete
