Similar to https://github.com/lunarmodules/say/pull/16 for say, update links and overhaul CI including adding deploy features.

New workflows won't run in this PR but results can be seen on this branch on my fork.

also; I think the links to the homepages on LuaRocks need to be updated manually (will not be taken from new uploaded rockspec); https://luarocks.org/modules/lunarmodules/luassert
