Updated actions/checkout to v3
Removed ::set-output as deprecated (see https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/)
Added a command to generate release notes from CHANGELOG.md

Thanks for the PR @shamilsan!

@tqwewe also suggested to use a standard format for commits and PRs, so that we could also construct the changelog automatically. I think this would be a good next step, building on top of this to completely automatise the process.
