Move help lists and detailed docs of scala-cli from appendix C "Editera, kompilera och exekvera" to appendix F "Byggverktyg"
Introduce an new sub-chapter "Scala Command Line Interface" with the build-tool-like capabilities of scala-cli like "package" and "--dep" etc
