I've gotten some ideas to make this more useful:

By default running the command by itself shows up the top major time zones.
Each server the bot is in can set its own default.
!time <region> should show more time zones from the specified region.
- !time asia should bring up more time zones within Asian region.
!time <country> should bring up more time zones within that country (if applicable).

I closed this issue without even implementing those suggested features, I'll reopen it until they're added in the bot.
