because of ip2country.py i would say gpl2+ makes sense...
the repository has zero gpl code in it, and zero required to run.
I'd probably go with WTF/PD.

yeah, i don't know what happened with the GPL'ed code, you've to know :) gpl was just a suggestion.
wtfpl and public domain are two valid licenses.

public domain is fine.
I've properly licensed this as MIT.
there is no license info in the repo...
