Create an open Vihko form (part of Luoti project)

Replacement of Löydös with new open Vihko form, connected to Laji-auth so that users can later come back to edit their observations.

• Basic open form, easy to use for general public
• Creation of laji.auth account, so that users can later register and see observations as their own
• Customization features, so that the form can be used for projects like
  • Luoti/Porpoises
  • Ring recoveries
  • Invasive species
  • Viekas, if still needed

As member of public, I want easily to report my observations about invasive, so that I don't need to look for right form, and so that all relevant parties will get access to the observations.

Let's be flexible, get all data project managers need.

Need to decide how to handle custom data (e.g. "was boat engine running?") on the form, and make it available for project managers (custom data dumps) and/or citable downloads.
