Hide Kotka images with "non-public" image tag on laji.fi #585

Users can add images with the tag "non-public" for specimens/documents on Kotka. Images with this tag should be hidden on laji.fi. The logic is the same as for older "carcass" tag.

Anniina tests this with some specimen on production

@MLumme I tested this with JA.2 in production and it works fine. Have not heard from Hanna who was supposed to test with real data but I think it can be marked as done
