Improve Vihko observations data validation

When observers enter observations to Vihko, census projects etc. want to warn/notify and encourage them to add or fix the data.

Current warning system is confusing for many users, and sometimes cause them to not save the observations at all.

→ We should modify the system to allow more warnings with less confusion.

Old use cases

As observer, I want to get notified when I should add more accurate location to my observation, so that it will be used for (nature protection).

• Should work on all forms and the import tool, for single…thousands of observations.
• As observer, I want to find my observations of protected species that have accuracy less than N meters.

As observer, I want to be able to save observations as draft even if they don’t pass mandatory validations, so that I won’t give up.

• Currently this is impossible (check).

As observer, I want to be able to save observations as public even if they don't pass warnings, so that I won’t give up.

• Currently some get confused about need to press “tallenna varoituksista huolimatta“-button, especially since warnings can be outside the viewport.
