Add border to inaccurate observations #618

On observation search map tab, use the thickest dashed border also for observations with accuracy less than 100 kilometers. Currently they don't have any border.

E.g. http://id.luomus.fi/F.183108 on https://laji.fi/observation/map?target=MX.62853 (Utsjoki)
