As a FinBIF admin I would like to promote webinars/instructions/new features related to PAP use in the portal.

New news category "viranomaiset" in CMS (only these visible on PAP)

@laihoel can be tested here https://662.viranomaiset-dev.laji.fi/. When news is added with a tag "viranomaiset", it should appear only on PAP and not laji.fi. That feature can only be tested after this task is in the production, since currently all the news are shown on laji.fi

Can this Epic really be in the Pending Approval state if the subtask hasnt started yet? Maybe consider restructuring so that this issue is also a subtask and make a new Epic they can both belong to?

This news section can be put to production without this subtask, so maybe I'll separate the subtask.
