Improve warehouse API performance

As someone using FinBIF websites or API's, I want that they respond quickly, so that services can be used.

NB: Mikko has noticed clear drop in performance of the API during 2024. Many complex queries that before took 10-20 seconds are now timeouting after 30 seconds. e.g. https://havistin.biomi.org/taxa/id/heteroptera_new consistently fails.

Brought up again, because we have spend considerable time trying to understand API performance issues:

Can we ask for more resources from CSC? Unclear. Olli tries to find out.
