The system is currently confusing, as it allows different things with form entry & excel import. Also, how the data is affected and used is not documented - or is it somewhere?
As someone importing data with Excel, I want this to be easy, so that data is not missed.
Excel generator should have count field mandatory, since rows without count are skipped.
Import should validate that count is integer, since non-integers (e.g. "over 100" or "> 100") are skipped
OR: it should be possible to import rows without integer count
