cannot enable/disable on new tab #201

What steps will reproduce the problem?
Disable scriptno
open new tab
click scriptno
get "Not filtered"

What is the expected output? What do you see instead?
ability to enable script no

What version of the product are you using? On what operating system?
1.0.6.13

Please provide any additional information below.
While you may say this is expected, it means i have to visit at least one page 
with scriptno turned off to enable it.
