Add an About page

• This adds an About page which is generated from content in this markdown file with the idea that this will make it easier for non-developers to update. I sourced the content for this markdown file from this issue.

• I've modified the styles for all tables on the site to make them a bit more like the styles that GitHub uses. I had to make the changes to all tables, because it's not obviously possible (or probably sensible!) to try to add styles or CSS classes to the markdown. I don't think this is a big issue, because the tables probably should all be styled the same way for consistency! If the styles I've chosen are not suitable, it will be very easy to change them - you can see some examples of other styles in the relevant documentation for bootstrap tables.

• I've also added a new link to the nav bar and made it so the relevant link is highlighted depending on the current page. This also includes an HTML element marking the currently selected link which is only visible to screen-readers for accessibility.

• Before I merge this I'd like to check it works OK in a production environment, because I've changed the way bootstrap is loaded.

• This work has highlighted some other things we might want to tweak:

  • It might make more sense to have separate links for the /generate-csv and /upload pages...?
  • We might want to revisit the page headings
  • Add a logo and increase the size of the "luox" nav bar item
  • Possibly add more specific page titles (visible in browser tabs)
  • Add a favicon (visible in browser tabs)

I've now made an improvement to the way the bootstrap CSS is loaded which means the page loads don't seem to be significantly slower than they are on the production server. I think we might be able to do some more optimisation to improve page load times, but I think this will do for now.

I notice we have a card already for adding a logo, but the other suggestions all look sensible to me. I'll add cards to the inbox for them.
