CSP img-src prevents use of background image data URLs #134

Chrome is sometimes partially affected while Firefox is always effected. In Chrome, reloading the page makes the background images work fine.

Tested on https://developer.mozilla.org/en-US/

Background images to convert to img tags:

[x] Close buttons
[x] Avatar menu button and menu items
[ ] Avatar points
[ ] Window resize corner
[ ] Toast icons
[ ] Send chat buttons in chat windows and bubbles
[ ] Logo in a bout window
[ ] External link marker in badge info window
[ ] External link marker in settings dialog
