INSTALL file missing #116

https://github.com/lurcher/unixODBC/blob/master/README#L30 mentions an INSTALL document this does not exist (any more).

INSTALL still exists in the (older) svn repo at http://svn.code.sf.net/p/unixodbc/code/trunk/

INSTALL was present in the GitHub release tarball https://github.com/lurcher/unixODBC/releases/tag/2.3.11

If you navigate to a specific tag, it's there.
